The Time Lords are an immensely powerful, though somewhat stagnant race of the planet Gallifrey who have mastered time travel. Their society, which is intensely structured and hierarchial is governed by the High Council who are elected from the noble chapters of Gallifrey. After graduating from the Academy, a Time Lord is expected to assume a predetermined role in the running of the Capitol, the main function of which is to monitor space-time events and record them in the Matrix.
